## Summary

Essex County Council has concluded the award stage of the procurement process titled "Bikeability Training Provider 2026" for the Castle Point and Rochford districts. This falls under the education and training services category, aiming to enhance cycling skills among schoolchildren. The contract, signed on 20 February 2026, involves South East Essex Academy Trust as the supplier, and is scheduled to commence on 1 April 2026, concluding on 31 March 2027, with potential for extension. The contract is worth £164,312, highlighted by the delivery of specific Bikeability training sessions: Levels 1 & 2, Level 3, and Learn to Ride, across 49 schools in specified regions, further supporting active travel initiatives aligned with the Department for Transport's objectives.

This Bikeability tender presents valuable opportunities for businesses specialising in cycling instruction or educational services, stimulating growth in markets focused on active travel and public health improvements. Service providers with expertise in delivering school-based programmes are particularly well-suited to compete, given the demand for conducting a significant number of training sessions. Suppliers capable of managing large-scale training operations efficiently, while fostering regional cycling strategy goals, will find this opportunity aligned with their business growth objectives. Additionally, the chance to extend contracts offers further scope for sustained engagement and influence within the Essex cycling education programme.

## Notice

'Bikeability' is the Department for Transport's national cycle training programme to teach children practical cycling skills, and to promote confidence to ride safely. The delivery of this training programme helps enable modal shift to meet the DfT's target for 50% of short journeys to be walked, wheeled or cycled by 2030. This training programme further facilitates ECC's Cycling Strategy to foster lifelong active travel habits to reduce congestion and emissions, and to improve public health. ECC delivers this training programme itself across most of Essex, but due to trainer capacity limits, we outsource the provision of this training for the Castle Point and Rochford districts. ECC have therefore procured a Contractor to deliver our requirement for Bikeability Training Services in selected schools in the Castle Point and Rochford districts. The Contractor shall ensure that the outcome of this Service is successful delivery of Bikeability training to 49 schools in the Castle Point and Rochford districts. The Contractor shall deliver a quantity of training sessions in accordance with the amount specified by the DfT. As of February 2026, the Required Quantity of riders for the 2026/27 school years is 1700 Bikeability Levels 1 & 2 sessions, 20 Bikeability Level 3 sessions, and 20 Learn to Ride sessions for the Castle Point and Rochford districts.
