The Contractor shall provide the following NDORS courses: Safe and Considerate Driving Course National Speed Awareness Course National Motorway Awareness Course National RIDE Course What's Driving Us Course National Driving 4 Change Course The National Speed Awareness 20 Course The National Driver Offender Retraining Scheme (NDORS) has been developed by the police service in collaboration with the National Association of Driver Intervention Providers (NADIP). The police service has formed the Road Safety Trust (RST), a charity, to provide the business support to the Scheme through the not for profit operating company UK Road Offender Education (UKROEd). Any full or provisional driving licence holder considered at fault by the the police force following an incident, may be offered a place on the appropriate NDORS course as an alternative to prosecution. These courses are available to book online or in person at locations throughout the force areas of South Wales Police Gwent Police and North Wales Police.

hree of the four Welsh police forces-South Wales, North Wales, and Gwent-currently outsource the delivery of National Driver Offender Retraining Scheme (NDORS) courses to an external provider, TTC, which was appointed following an open procurement exercise completed in 2020. The forces are jointly developing an options appraisal to consider the future delivery model for NDORS provision in Wales. An interim extension to the existing contractual arrangements is required to enable completion of this review and to allow sufficient time for the conduct of a full, open tender process for any future service provision. There is a statutory requirement for members of the public to be able to book and attend NDORS courses. The proposed extension will therefore ensure continuity of service and ongoing availability for course participants throughout the review period, mitigating the risk of service disruption and maintaining compliance with statutory obligations.
