## Summary

Torbay Council has awarded a contract for "Supported Accommodation for Young Parents" under an open procedure. This procurement process, aimed at addressing the accommodation needs for young parents aged 16-24, was split into two lots: one requiring Ofsted registration and one not. The services will be offered in Torquay, UKK42, with the contract period starting on 4 August 2026 and potentially extending until 3 August 2031 if renewals are applied. After the initial tender notice on 23 February 2026 from Torbay Council, the contract was awarded to LIVEWEST HOMES LIMITED on 12 June 2026 for Lot Two, which does not require Ofsted registration, valued at £459,610 gross. The contract includes flexibility, offering options to adjust the number of units should demand fluctuate.

This tender presents significant opportunities for businesses in the social services sector, particularly those with experience in managing supported accommodation. Small and medium-sized enterprises (SMEs) and organisations with a focus on social value are encouraged to participate, as the evaluation criteria include both qualitative and quantitative elements of social impact. Providers with a strong track record in youth services, accommodation management, and compliance with relevant regulations stand to benefit, expanding their reach while contributing to community welfare. The contract's flexibility through possible options also allows businesses to adapt to changes in demand, securing potential long-term engagements and fostering stable growth.
