## Summary

Hertfordshire County Council is currently in the planning stage for a procurement process titled "Strategic Lead Provider Services - Reablement," targeting the social work and related services industry category. This procurement aims to facilitate reablement services, which help individuals regain independence after hospital discharge or illness, throughout Hertfordshire. The planned contract is anticipated to commence on 1st April 2027 and end on 31st March 2030, with a potential extension to 2032. The process involves the delivery of services under a light-touch regime and will be divided into 11 lots, with a total estimated contract value of £41,525,575. Interested parties are advised that a future notice will be published by 8th September 2026.

This tender represents a significant opportunity for businesses specialising in social care or health services, particularly those that can provide comprehensive reablement support. Ideal candidates include organisations capable of implementing person-centred care, focused on promoting independence and working closely with health professionals to deliver goal-based outcomes. Given the contract’s division into multiple lots, there may be opportunities for both small to medium enterprises (SMEs) and larger providers to participate. Moreover, businesses that can effectively utilise digital tools, like the Council's Reablement app, to track progress and set goals will likely have an advantage in delivering the required services.

## Notice

Reablement is a short-term, intensive, person-centred service designed to help people regain or develop the skills and confidence needed to live independently. It focuses on doing with people rather than for them, supporting recovery after illness, hospital discharge, or a period of increased need. The service is typically provided for up to six weeks and is non-chargeable, with a strong emphasis on: - Promoting independence and reducing long-term reliance on care - Supporting people to learn or relearn daily living skills - Delivering goal-based, outcomes-focused support with regular reviews - Working closely with health professionals to support recovery and rehabilitation - Planning early for exit from the service, either to independence or ongoing support where needed Where individuals are assessed as having ongoing needs, they are stepped down into the Council's Support at Home services. This contract will be split into 11 lots. The Lead Provider is responsible for delivering all Reablement care in that area. Providers on this service will be expected to use the Council's Reablement app to set goals and record progress.
