## Summary

Manchester City Council is in the planning stage of a procurement process for the delivery of psychological support services within the homelessness sector. The process, titled "Reflective Practice," focuses on enhancing the psychological safety and well-being of frontline staff through group reflective practice and serious incident response sessions. The procurement pertains to the community health services category and requires the delivery of services both in person across Manchester and virtually. Providers are invited to submit brief outlines of their capabilities and indicative costs for a 12-month period by 13th March 2026. The planned contract period spans from 1st April 2026 to 31st March 2027, with possible renewal extending to March 2028.

This tender offers business growth opportunities for organisations specialising in psychological support and community health services, particularly those experienced in delivering services in homelessness settings. Companies capable of providing flexible, face-to-face, and virtual support sessions tailored to specific team needs will find this opportunity well-suited to their expertise. With a maximum contract value of £60,000, it represents a significant engagement for service providers looking to expand their portfolio within local government sectors, specifically focusing on empowering frontline personnel through psychological support initiatives.

## Notice

Manchester City Council is seeking to engage with potential providers of psychological support services to understand the market's capabilities in providing group reflective practice and serious incident response sessions to frontline staff within the homelessness service. These sessions will provide frontline staff with a safe and confidential forum to process challenging situations and explore ways to improve their practice. The purpose of this commission is to improve the psychological safety and wellbeing of frontline homelessness staff which will in turn support the delivery of psychologically informed services. Group reflective practice sessions would be scheduled at regular intervals depending on the needs of each specific team. Serious incident response sessions would be scheduled in response to a serious incident being reported. A response to a serious incident report should be received within one working day, with a serious incident response session to be scheduled within 3 working days of the incident, or at the earliest available opportunity for the person(s) involved. The provider would be expected to delivery face-to-face sessions at venues across Manchester and virtual session, depending on the needs and preferences of different teams.
