## Summary

National Highways Limited, a central government public authority, has completed the contract award process for renewing the K-Portal licence under the RIS 2 National Concrete Roads Programme. Situated in Birmingham, this renewal aims to prevent disruption to ongoing and future projects by maintaining access to the K-Portal, an essential digital platform hosting historical survey data across 272 concrete schemes. The procurement method employed is a direct award to Survey Supplies Limited t/a KOREC due to their unique capability in providing the K-Portal licence. The award, valued at £420,000 gross, was signed on 25 February 2026, with the contract active from 2 March 2026 to 1 March 2028.

This tender presents substantial business growth opportunities for IT software service providers, especially those specialising in large data hosting and digital asset management within the infrastructure sector. SMEs, particularly those with expertise in concrete road projects and IT solutions, could find avenues for development by innovating complementary services or solutions that work in tandem with the K-Portal. While KOREC is the sole provider for this iteration, future evaluations by National Highways might open doors for competitive offerings in alternative digital ecosystems or integration strategies. Thus, businesses focusing on sustainable data migration or integration can prepare strategic pitches for future collaborations that align with National Highways' long-term digital ambitions.

## Notice

This is a renewal of K-Portal Licences. K-portal hosts historic data covering 4 years across 272 concrete schemes nationally. There is 32 Terra Bytes of data being hosted covering 6,730 lane Km's. As part of the RIS 2 National Concrete Roads Programme, National Highways had access to the K-Portal, an end-to-end digital delivery platform developed and hosted by KOREC. This platform supports key project functions including: * Hosting of survey data, * Download of surveys by designers, * Upload of designs for construction, * Download of designs by contractors and, * Upload of 'As Built' information in real time. This extension will provide time to: * Fully evaluate the future role of K-Portal in National Highways' digital ecosystem, * Develop and implement a sustainable data migration or integration plan if transitioning away from the platform and, * Prevent disruption to live and future projects currently using or depending on K-Portal workflows.

### Procurement Information

KOREC is the only supplier able to provide the K Portal licence because they are the owner and sole provider of a platform that currently hosts all our survey data and asset intelligence. There is no internal alternative capable of storing or accessing this information. Currently, K-portal hosts historic data covering 4 years across 272 concrete schemes nationally. There is 32 Terra Bytes of data being hosted covering 6,730 lane Km's. Seeking an alternative external solution would require significantly longer and significantly higher funding. In the meantime, continued access to K-portal is essential for assessing the best solutions for the multi RIS, multi billion pound concrete roads programme.
