## Summary

The procurement process, led by Midland Heart Limited, focuses on developing an "Employee Benefits Portal," addressing the software package and information systems category. Midland Heart Limited, a sub-central government public authority located in Birmingham, aims to enhance its employee benefits by exploring technology solutions. Currently in the planning stage, with a supplier engagement day scheduled for 12th March 2026 via Microsoft Teams, this process presents an opportunity to participate in evolving a benefits strategy through innovative platform solutions. The overall contract value is estimated at £384,000 GBP, with the actual anticipated spend at £320,000 GBP, highlighting a significant investment in the chosen solution. The planned contract duration spans from 8th April 2027 to 7th April 2029, with potential renewal extending up to April 2031.

This tender offers substantial opportunities for businesses specialising in software packages and information systems, particularly those with capabilities in mobile technology platforms. With the aim to facilitate 24/7 access to a variety of voluntary benefits, businesses equipped to provide advanced technology solutions to support a multi-generational workforce stand to benefit. It presents a conducive environment for small and medium enterprises (SMEs) as the procurement process is suited to their participation. Opportunities for business growth emerge by providing a platform that aids colleagues in customising their benefits, enabling them to cater to their personal and professional demands. Engaging with Midland Heart Limited in this initiative allows businesses to contribute to a progressive employee benefits strategy, significantly enhancing workforce satisfaction and retention.

## Notice

From April 2026 we will be making improvements to our existing colleague benefits, nudging these up to the upper quartile. The next stage of our Total Reward Strategy is now for us to assess the technologies available to support the delivery of our strategy, with a key underlying theme of enabling maximum participation in a wide range of benefits which readily support a multi-generational workforce. Therefore, we are going out to market to test and benchmark platform providers to find a partner who can provide and facilitate friction free 24/7 best in class mobile technology to open up even more voluntary benefits for our colleagues to choose, and moreover make full use of, enhancing and bringing our revised strategy to life. From there we have a medium-term goal to work with that provider to enable our colleagues to design their own rewards and benefits from scratch and vary these to suit their lives as they develop their careers with us rather than have a number of set benefits chosen by the company, making every colleague's package truly valuable to them.

### Planning Information

We will be hosting a suppliers day on 12th March 2026 via Microsoft Teams to discuss our requirements and ask the market for their input and guidance on best practice and innovations.
If you would like to attend this meeting please email alex.lawrence@midlandheart.org.uk to register your interest and a invite will be sent.
