## Summary

The British Broadcasting Corporation (BBC) has initiated a tender process for the "Production Library - Request for Information," falling under the services industry category with a focus on software support services. This procurement is aimed at enhancing the media production capabilities of the BBC across various platforms. The procurement process is currently in the planning stage, with a market engagement notice published on 25th February 2026 and a due date for responses by 27th March 2026. The BBC, classified as a sub-central government public authority, is seeking insights from vendors to inform a unified 'Production Library' that will support diverse functional requirements while integrating effectively with existing workflows. The contract is intended to commence on 1st February 2027 and run until 31st January 2030, with the possibility of renewal until 2032. The procurement process will proceed with future communication anticipated from 2nd November 2026.

This tender presents significant opportunities for businesses specializing in software support services and media production technology. It is well-suited to companies capable of providing innovative solutions that can enhance workflow consistency, governance, and interoperability, especially those offering robust media ingest workflows, metadata management, and automation functionalities. Small and medium enterprises (SMEs) are encouraged to participate, given the suitability criteria set for the procurement lots. Companies participating in this tender will benefit from aligning with the BBC's expansive production environment, which supports an array of content across digital and broadcast platforms, thereby offering substantial scope for business growth and collaboration with one of the country's leading media organisations.

## Notice

The BBC produces and publishes content across a broad range of broadcast and digital platforms, encompassing short form, long form and social formats. Source media originates from diverse inputs including professional camera crews, self-shot devices, user generated content, graphics and archive materials. To support this, production teams require reliable ingest workflows, rich and consistent metadata, strong identity and access controls, collaborative editing capabilities, efficient review and approval processes, and appropriate automation across hybrid on premises and cloud environments. The BBC has well established and strategically aligned solutions that support News and craft editing workflows, and these remain the core platforms for those areas. This RFI is not intended to identify alternatives or replacements for those established workflows. Instead, the BBC is exploring opportunities to enhance media production capabilities in parts of the wider production landscape that are not currently served by dedicated, organisation wide tooling. As part of this forward-looking assessment, we are seeking to understand market capabilities that could help strengthen consistency, governance and interoperability across these broader production needs. Through this RFI, the BBC is seeking insight into vendor capabilities that could inform a unified 'Production Library' concept, a well governed platform supporting a broad range of functional requirements and able to integrate effectively with existing BBC workflows. Market input will help shape future policy and technology decisions and ensure alignment with industry best practice.
