## Summary

The procurement process initiated by NHS Birmingham and Solihull Integrated Care Board, in coordination with several local councils, aims to deliver the "WorkWell" project focused on work and health support and assessment across Birmingham, Solihull, and the Black Country. The initiative, currently in the planning stage, is set within the services industry category and plans to offer integrated support to help individuals overcome employment barriers resulting from health issues. Key dates include market engagement events scheduled for 13th March 2026 in Walsall and Dudley, offering single representatives from interested organisations the chance to participate. This procurement process anticipates a contract period beginning 1st October 2026 through to 30th September 2029, with the potential for renewal extending to 2030.

This tender presents significant opportunities for businesses specialising in health and social work services, education and training services, and job search services to contribute to a comprehensive support framework for employment-challenged individuals. With a total value offering of £36 million, including a gross budget of £30 million, the "WorkWell" project seeks suppliers who can deliver within the Black Country area. Businesses adaptable to light-touch procurement regimes and experienced in creating frameworks are encouraged to engage, particularly SMEs and VCSEs, who will find the specifications conducive to collaborative market shaping efforts and integrated local service delivery models. The collaboration between NHS authorities and local councils provides a supportive environment aimed at expanding health-related employment services via structured frameworks, facilitating business growth through public sector partnerships.

## Notice

NHS Black Country ICB has piloted an offer of high quality early-intervention work and health support and assessment offer to its residents through provision of a WorkWell service. The service provides holistic support to help people overcome health-related barriers to employment, and a single, joined-up gateway to other related services within the system. During the last 18 months, the pilot has helped thousands of local people across Black Country to address their work and health needs so that they can start or stay in employment. In January this year the government announced further investment in the WorkWell approach, and as we develop our ambitions for further integration of work and health services across the Black Country we are planning a market engagement event to discuss our plans for the future delivery of this service. The event will help us to shape our preparations to develop local delivery models for the roll out of WorkWell services in Black Country for a period of up to three years from 2026-2029 so that we can meet our population work and health needs. We would invite organisations with a potential interest in the future delivery of WorkWell Services across the Black Country to hear about service developments to date, and help us to shape our future service plans for delivery within Sandwell, Wolverhampton, Walsall and Dudley. We would be particularly keen to hear from suppliers of work and health services with an interest in delivering within the Black Country footprint who would like to participate in discussions with the wider market alongside the ICB, and our partners in local authorities. We expect demand for places will be high, so, to allow as many different providers as possible to be in attendance, would politely request that one representative only attends for each organisation registered.
