## Summary

The City of Bradford Metropolitan District Council has successfully awarded a contract under its Family Hubs Start for Life Commissioned Services. This engagement involves Family Action providing workforce services aimed at improving health and development outcomes for babies across England. This initiative falls under the welfare services industry category, targeting the UKE41 region. Currently, in the contract awarding stage, the agreements are set to commence on 26th February 2026 and conclude on 31st March 2026, with the possibility of extension until 2027 dependent on funding. Procuring the services via a direct method below the threshold without competition highlights a streamlined process favouring efficient provisioning of crucial public services.

Opportunities abound for businesses involved in welfare services as this procurement process seeks a delivery model potentially conducive to scaling and extending services. Organisations adept in community outreach, health improvement, and educational initiatives could find substantial growth potential in collaborations with local authorities like the City of Bradford. While the procurement method was below threshold and direct, businesses that can provide exemplary service delivery and maintain strong communication with stakeholders may find themselves well-placed for similar future prospects or extensions of the current contract. Engaging with public sector contracts enhances credibility and offers a robust platform for demonstrating sector expertise while contributing positively to community welfare initiatives.

## Notice

The City of Bradford Metropolitan District Council (BMDC) was one of 75 Local Authorities awarded funding to drive through recommendations identified in the Dame Andrea Leadsom review into improving health & development outcomes for babies in England, with an aim to: * Provide support to parents and carers so they can nurture their babies and children, improving health and education outcomes for all. * Contribute to a reduction in inequalities in health and education outcomes for babies, children and families across England by ensuring that support provided is communicated to all parents and carers, including those who are hardest to reach and/or most in need. * Build the evidence base for what works when it comes to improving health and education outcomes for babies, children, and families in different delivery contexts. The programme started in April 2023 current funding was due to cease on the 31st March 2025. Government confirmation of further funding was provided in December 2024 for 2025/6 allowing for contracts to be awarded to continue the ongoing service delivery. Engagement workforce through Family Action.
