FCDO will be using market feedback from Preliminary Market Engagement activities to inform the design of the programme. Please note that the programme is subject to changes and approvals. The proposed opportunity would require a supplier/s to provide technical expertise to support the Syrian Ministry of Education (MoE) deliver on their ambitious reform agenda. The exact scope of the TA work would need to be determined with the FCDO and the MoE, but we would anticipate that it would include working in partnership with Ministry officials to advance policies and processes, including through the provision of expert advice and capacity building. The supplier will need to operate in a flexible and politically informed way, able to adapt quickly to changes in context and respond to windows of opportunity for reform. Technical priorities would be identified in response to MoE areas of demand, focused on strengthening the educati on system to improve foundational learning outcomes for primary school aged children across Syria. Participation or non-participation in this pre-procurement market engagement shall not prevent any supplier from participating in a potential procurement process nor is it intended that any information supplied shall place any supplier at an advantage in any forthcoming procurement process.
