## Summary

The City of Bradford Metropolitan District Council has completed its procurement process for the renewal of the Saba Cloud (Evolve) Learning Management System, focusing on enhancements for training, performance, and talent management. This direct award contract, valued at approximately £243,546.20 excluding VAT, has been granted to VISMA Talent Solutions Limited, following the criteria outlined in the Procurement Act 2023. The contract spans from 30 March 2026 to 31 December 2027. The buyer's decision to proceed with a direct award was influenced by the need for continuity and operational stability while preparing for a comprehensive future procurement as part of their ERP programme. The service will be implemented in Bradford, United Kingdom, within the UKE41 region, with IT services including consulting and support classified under CPV code 72000000.

This procurement provides notable opportunities for businesses specialising in IT solutions, particularly those with experience in learning and talent management systems. Small to medium-sized enterprises (SMEs) with the capability to offer consulting, software development, and support services can find growth potential by offering additional licenses or technical consulting services. As the nature of this contract involves maintaining existing systems and preventing operational disruptions, businesses with established expertise in seamless integration and high-quality customer support are well-suited to engage and deliver value effectively within this framework. The ongoing collaboration with VISMA reflects a strategic approach to extending services while preparing for future competitive procurement opportunities.

## Notice

IT Solution for training, performance and talent management. A 21 month renewal to include Learning, Performance & Succession modules, Registration Licenses and CSP Silver (4 hrs). This renewal provides the stability required while the Council completes its review of existing LMS solutions and prepares for a full competitive procurement aligned to the longer term ERP programme.

### Procurement Information

This requirement meets the criteria under the Procurement Act 2023, Schedule 5, Part 7, which permits the direct award of additional or repeat goods, services or works to an existing supplier where a change of supplier would result in incompatibility, operational disruption or disproportionate technical difficulties. Under this provision, contracting authorities may extend or replace existing goods or services where: (a) moving to an alternative supplier would result in solutions that differ from, or are incompatible with, the existing provision; and (b) such differences or incompatibilities would create disproportionate technical challenges in operation or maintenance. Transitioning to an alternative LMS would introduce extensive operational and technical disruption, including the redevelopment of established processes, migration of historic training records, and re integration with existing systems. It would also necessitate significant retraining for managers, staff and administrators, resulting in reduced compliance, interruption to mandatory/statutory training delivery, and a material risk to business continuity during the interim period. A direct award under Schedule 5, Part 7 is therefore justified and represents the most appropriate procurement route whilst a wider procurement is planned.
