## Summary

NHS Wales Shared Services Partnership-Procurement Services, hosted by Velindre University NHS Trust, completed a direct procurement process to renew nurse call, affray alarm, and communication systems across several healthcare facilities, including Princess of Wales Hospital and Dewi Sant Hospital. The procurement was conducted on behalf of Cwm Taf Morgannwg University Health Board. This initiative falls under the industry category of miscellaneous repair and maintenance services and is guided by Welsh devolved regulations. The process was below the threshold, without competition, due to the proprietary nature of the systems, necessitating the services of the original manufacturer, Care-Com Systems (SW) Ltd. The contract commenced on 1st April 2026 and is expected to conclude on 31st March 2029.

This tender offers business growth opportunities for small and medium-sized enterprises (SMEs) specialising in proprietary solutions, particularly those that design, manufacture, and commission systems with closed protocol architecture, similar to Care-Com Systems. Given the contract's exclusive nature, businesses that offer innovative maintenance services could potentially expand partnerships with healthcare trusts by providing unique solutions in line with proprietary requirements. Companies accustomed to navigating intellectual property constraints may find niches in sectors demanding specialised systems maintenance and software support, fostering growth in highly regulated environments.

## Notice

NWSSP on behalf of Cwm Taf Morgannwg UHB is has appointed Care-Com Systems (SW) Ltd to renew its nurse call, affray alarm, and communication systems installed across the following sites: * Princess of Wales Hospital (POW) - Various Wards * Maritime Mental Health Unit * Glanrhyd Medium Secure Unit - Affray Alarm System * Glanrhyd - Appleton Clinic * Glanrhyd - Caswell Clinic Alarm Monitoring System * Dewi Sant Hospital The products are all designed, manufactured, and commissioned by Carecom. These systems operate on a closed protocol architecture, and all firmware, micro controller programming, and communication protocols are the intellectual property of Carecom. As a result, no other provider is able to deliver maintenance, software support, or system upgrades to the equipment installed across these sites. Attempting to engage an alternative supplier for any of the above sites would introduce significant risks to patient safety, system integrity, and operational continuity, as third parties do not have legal or technical access to the proprietary software, diagnostic tools, or configuration environment. Due to this, only the original manufacturer can safely and lawfully provide the required services.
