## Summary

Network Rail (High Speed) Limited is in the planning stages of a procurement process for the supply of two haulage locomotives aimed at supporting rescue and pilot operations across its network. This procurement is focused on the goods category, specifically locomotives, and is targeted at entities operating within the United Kingdom. A market engagement event is scheduled for 11th March 2026, offering interested parties a preliminary overview of the procurement activity, key requirements, and upcoming opportunities. Prospective suppliers are encouraged to express their interest by 17th March 2026, which is the deadline for attending the engagement meeting. The actual tender notice is anticipated to be published on 18th May 2026, allowing businesses to gear up for participation in the planning and tendering phases.

This tender presents substantial growth opportunities for companies specialising in locomotive supply and related engineering services, particularly those capable of developing solutions consistent with advanced signalling and telecom systems like TVM 430, KVB, and GSM-R. Businesses focusing on innovative locomotive designs, including hybrid propulsion systems, can leverage this opportunity to showcase capabilities in meeting stringent infrastructural and compliance requirements. The contract offers a significant investment value of approximately £5,796,000, appealing to SMEs and VCSEs interested in expanding their business footprint within the rail sector’s utility services. Engaging in this procurement could yield extensive market benefits and collaborative prospects with Network Rail, a prominent public authority in the sub-central government sector.

## Notice

NRHS requires the supply of two locomotives for haulage, pilot and rescue operations across its network. The vehicles must be capable of: hauling/rescuing/piloting all passenger and engineering vehicles, operating reliably between passenger services at speeds up to 120 km/h, interfacing fully with TVM 430, KVB and GSM-R signalling/telecoms systems. They must be able to provide their own power for propulsion (hybrid-options permissible) and should be demonstrated as compatible with all characteristics/limitations of NRHS-managed infrastructure (e.g max 22.5 tonnes/axle, GC gauge). The appropriate recognised bodies shall have demonstrated them as compliant with all relevant TSIs/NTSNs/NTRs and CSM REA requirements.

### Planning Information

Network Rail will be holding a Market Engagement Meeting with potential suppliers in advance of this procurement activity. We will be holding this as an online event on the 11th March at 15:00 GMT. We will provide suppliers with an overview of the procurement activity and our key requirements, challenges, and priorities, followed by a Q&A session. At this stage our strategy and the precise scope is yet to be determined, however we would welcome any views or insights that you may have as well as to gauge whether lease or buying outright is the best option. If you would like to attend this session please can you email George.Fenning@networkrail.co.uk to express your interest. Following expression of interest, a teams link invite will be issued out for this event. We look forward to meeting you soon to discuss this procurement activity further.
