## Summary

The North Staffordshire Combined Healthcare NHS Trust has completed the procurement process for the provision of Out of Area Psychiatric Intensive Care Unit (PICU) services. This award, issued under the Healthcare Services Provider Selection Regime (PSR) Regulations 2023, involves specialised psychiatric care provided by Cygnet Joyce Parker, based in Coventry, UKG33. The contract began on 19th February 2026, following a Direct Award process without prior competition, at a rate of £1,035 per day for an indefinite four-week period, with a total estimated value of £28,980. The procurement falls under the services category, specifically psychiatric hospital services, and is intended for one named patient requiring urgent mental health care. The arrangements were made by the Associate Directorate for Acute Care, and the process was classified as outside the scope of the Procurement Act 2023.

This contract presents business opportunities for providers in the mental health services sector, especially those with capabilities in offering intensive psychiatric care. While the Trust initially explored multiple providers, Cygnet Joyce Parker was identified as the only entity able to deliver the required care within the necessary timeframe, highlighting a niche market for specialised psychiatric services. Businesses that can offer similar services with the flexibility for spot purchasing arrangements may find growth potential in responding to such direct award processes in the future. The fact that the Trust is open to a choice of providers even in a spot purchasing scenario indicates a continued demand for services from capable and responsive psychiatric care providers.
