## Summary

The procurement process led by Transport for London (TfL) on behalf of its subsidiary, London Underground Limited, involves the direct award for the supply of door components for the Central Line tube stock. The project includes the procurement of door seals, shaft support brackets, and door glass, vital for maintaining the safe and efficient operation of the train doors. The procurement aligns with the legal framework under the Procurement Act 2023, ensuring technical compatibility by sourcing from the Original Equipment Manufacturer (OEM) to avoid component incompatibility and technical challenges. The contract, valued at £420,627 in net terms and scheduled for a contract period starting on 7 April 2026, is set to conclude on 31 December 2029, with the possibility of a 12-month extension to adapt to changing requirements.

This tender provides significant opportunities for businesses involved in manufacturing or supplying railway components, particularly those that specialize in OEM parts. As the procurement process has been directly awarded due to technical compatibility reasons, businesses already associated with OEM manufacturing stand to benefit. Companies focusing on safety-critical and reliable service delivery within the rail transport sector will find substantial growth potential by aligning with standards and protocols outlined in such high-stakes contracts. The contract represents a strategic involvement in supporting London's transportation infrastructure, thus presenting a lucrative avenue for businesses looking to expand their footprint in government contracts.

### Procurement Information

TfL does not have the Technical Information such as, specifications, details of materials used & drawings for the above parts in order to effectively conduct a bid and source them from the open market. The use of alternative parts sourced from suppliers other than the Original Equipment Manufacturer (OEM) for the overhaul of door systems presents a significant risk of component incompatibility and may introduce disproportionate technical challenges during operation. Such deviations from OEM-specified parts could compromise the reliability and safety of the door system because door components are safety critical and therefore must meet the exact OEM specification, safety standards and certification. Use of non-OEM parts could potentially result in incorrect door operation (e.g doors not closing correctly/ door jamming or a in service failure) which may require the train to be removed from service and increases the risk of passenger entrapment or other door related safety risks. Procuring OEM door components ensures full technical compatibility / compliance, reduces safety-related risks, and supports the continued safe, reliable operation and maintenance of the Central Line fleet's door systems. In view of these points TfL is sourcing these parts directly from the OEM. Hence this Direct Award proposed is in accordance with the Procurement Act 2023 Section 41, Schedule 5, Paragraph 7 whereby the existing supplier is allowed to partially replace the supplied goods in circumstances where: (a) change in supplier would result in the contracting authority receiving goods that are different from, or incompatible with, the existing goods and (b) the difference or incompatibility would result in disproportionate technical difficulties in operation or maintenance
