## Summary

Gloucestershire County Council is in the planning stage of replacing the Pre Placement Contract with new contractual arrangements for procuring residential and nursing care services. These services are intended for adults aged 18 and over, including provisions for short-term placements and respite care. The procurement falls under the health and social work services category, with a focus on delivering person-centred care to individuals with a range of needs, such as acquired brain injuries, dementias, and physical disabilities. The engagement period is active, with key deadlines set for 23 March 2026, and the proposed contract and procurement discussions are slated to influence the arrangements starting January 2027, running through to December 2032, with potential renewal options.

This tender presents growth opportunities for care home providers, particularly those interested in expanding their operations within Gloucestershire. The County Council values insights from both current contractors and potential new providers to refine procurement strategies, ensuring realistic and impactful arrangements. Businesses in the health and social care sector, especially CQC-registered residential and nursing care homes, are invited to contribute feedback via the engagement survey. Participation is voluntary, rendering no competitive advantage or contractual obligation, yet it provides a platform for providers to influence future procurement processes and align services that meet both provider and organisational needs.

These contractual arrangements will cover residential care, nursing care, and short term or respite placements for adults with a wide range of needs, including age-related frailty, dementias, physical disabilities, acquired brain injury, learning disabilities, mental health needs, autism and forensic needs.
Building on previous engagement, we are seeking further insight to ensure the new arrangements are realistic, deliverable, and enable providers to deliver high quality person centred centred care.
We invite feedback from CQC registered residential and nursing care homes providers, including:
Providers currently contracted with the Council
Providers operating within Gloucestershire who may wish to work with the Council in future
Out of county providers
The purpose of this engagement is to seek care home providers' views on the practical implications of the different procurement routes available. We aim to gather insights from providers on market appetite, capacity, risks, barriers, and potential commercial considerations. The information gathered will be used solely to inform our procurement strategy and development of specifications.
The engagement is being conducted using a Microsoft Form that includes multiple-choice and free text questions. The link will be emailed directly to relevant providers and published on Supplying the South West Portal for visibility.
There are no in person or virtual engagement events planned for this exercise due to the targeted and exploratory nature of the engagement.
Responding to the questionnaire will not confer any advantage or disadvantage in any subsequent procurement process, nor will it create any contractual rights or obligations.
Participation in this engagement is entirely voluntary. This exercise does not formally commence a procurement process and does not constitute a call for competition. It does not commit providers to future participation.
Feedback will be reviewed in aggregate only, and individual or commercially sensitive information will not be published or used to advantage or disadvantage any provider in any future procurement activity.
We encourage all providers with an interest in delivering residential or nursing care in Gloucestershire to complete this survey.
