## Summary

The NHS Bristol, North Somerset, and South Gloucestershire Integrated Care Board (BNSSG ICB) intends to award a contract to the Nilaari Agency for the Community Link Worker Service aimed at improving mental health and wellbeing services for marginalised communities in Inner City and East Bristol. This service is particularly focused on reaching the Somali, African-Caribbean, and South Asian communities. The procurement process has been conducted under the Health Care Services (Provider Selection Regime) Regulations 2023, and the contract, valued at approximately £342,348, is set to commence on 1st April 2026 and run until 31st March 2029. The procurement method used is a limited, direct award process without a prior call for competition, and the intention to award notice was published on 2nd March 2026. Interested parties must submit any representations by 12th March 2026, marking the end of the standstill period.

This tender represents substantial opportunities for businesses involved in healthcare services, particularly those with capabilities in delivering culturally responsive mental health support. Enterprises that are experienced in community health services and have a track record of working with diverse and underserved populations would be well-suited to compete in future opportunities within this sector. The focus on quality, value, and social outcomes suggests that companies with innovative solutions and strong collaborative capabilities will find significant growth prospects through partnerships and network building in these niche community services.

## Notice

The service is designed to improve the mental health and wellbeing of people from Inner City and East Bristol's (ICE) most marginalised populations, specifically the Somali, African-Caribbean and South Asian communities as these communities have been identified as those who experience the poorest access to mainstream services and have the least satisfactory experiences of engaging with the system resulting in worse outcomes. The service will build on learning from the previous Culturally Responsive MH Support work.
