## Summary

The British Library, a central government public authority based in London, is in the planning stage of a procurement process titled "Tender for British Library Future Web Programme." The programme focuses on developing and iterating web products for the next 2.5 years in compliance with the UKPGA legal framework. The expected contract period for this undertaking begins on 25th June 2026 and could potentially extend to December 2030. The procurement entry, classified under services, includes web development and management. Communication regarding the future notice is scheduled for 3rd March 2026. The procurement process involves a blended team of British Library staff collaborating with suppliers, incorporating agile methodologies to improve web presence and efficiency.

This tender opens numerous opportunities for businesses specialising in digital and web services, particularly those proficient in content management software, website design, and operational hosting. Companies capable of delivering internet and intranet software development or web page editing services are well-placed to compete. This is a lucrative opportunity valued at a gross amount of £6,108,000, offering significant potential for sustained business growth and collaboration with a prominent institution like the British Library. Businesses with experience in working with public sector organisations, especially those familiar with agile team settings, will find this an attractive prospect to expand their portfolio and drive innovation in digital services.

## Notice

The British Library will imminently be seeking suppliers for our Future Web Programme. The programme seeks to implement a blended model product team comprised of British Library staff and supplier developers/engineers and strategists working in two agile teams. This digital product team will focus on delivery of our web roadmap for the next 2.5 years for our website and web products, iterating on a new website launched in July 2025.

### Planning Information

In November 2025 we explored the possibility of procuring to deliver six of the priority items in our roadmap. We invited a range of agencies who have either previously tendered for web delivery for the Library, are currently or have previously delivering aspects of web support or work in the past, and who have had no prior contact with the Library to respond to a brief to advise on proposed timings and costs. This brief will be issued as an Appendix to the draft ITT included at PSQ stage.
One of the agencies included Q42 (who delivered our new website in July 2025)
On reviewing responses to this market engagement exercise we re-examined our proposed web roadmap and determined the below brief would deliver better efficiencies and digital products for our website.
