## Summary

This procurement process revolves around a strategic market engagement project spearheaded by the South & East Lincolnshire Councils Partnership (SELCP), which includes East Lindsey District Council, South Holland District Council, and Boston Borough Council. The initiative is focused on horticultural supply chain enhancements to support extensive Public Open Space and green environment management across the UKF region. Currently in the planning stage, the engagement seeks suppliers to contribute to environmental sustainability, biodiversity enhancement, and climate resilience through bespoke horticultural services. Key dates include a scheduled market engagement deadline on 10 April 2026. Suppliers are encouraged to register on the PSPS electronic tendering portal to participate.

This tender presents significant growth opportunities for businesses involved in horticulture, landscape planting, and environmental stewardship. SELCP is actively seeking experienced suppliers capable of delivering high-quality horticultural and nursery products, including seeds and specialist materials. Businesses that can offer resilient species and sustainable landscape management practices, alongside strong environmental commitments, are particularly well-suited to compete. With an emphasis on attracting SMEs and nurturing long-term partnerships, this engagement offers the chance for companies to align with a carbon-conscious and biodiversity-focused agenda, potentially leading to transformative opportunities within the industry.

## Notice

The South & East Lincolnshire Councils Partnership (SELCP), comprising East Lindsey, South Holland and Boston, manages extensive areas of Public Open Space (POS) and diverse green environments across the sub region. The partnership has ambitious plans for continued maintenance, horticultural enhancement, and the long term stewardship of high quality landscapes that reflect the character and needs of our communities. As our approach to green space management continues to evolve, it is increasingly shaped by environmental sustainability, climate resilience, and best practice horticulture. This means our requirements are often bespoke and tailored to specific habitats, local conditions, and community expectations. Through this Pre Market Engagement exercise, we are seeking suppliers with proven expertise in horticulture, landscape planting, and environmental stewardship who can support a broad and varied planting programme. This includes the ability to provide resilient, high quality species; specialist materials; and advice that reflects current best practice in soil health, biodiversity enhancement, and sustainable landscape management. As a carbon conscious partnership, we particularly welcome engagement from suppliers who can demonstrate strong environmental commitments, sustainable sourcing, and low impact operational practices.

### Planning Information

The SELCP manages significant areas of Public Open Space (POS), parks, planted areas, landscaped environments, and semi natural green spaces across three districts. To support ongoing maintenance, enhancement, and environmental improvement programmes, the Partnership seeks suppliers capable of providing a reliable, responsive, and sustainable horticultural supply service that meets diverse and often bespoke local requirements.
The service must support the Partnership's commitments to environmental sustainability, biodiversity enhancement, climate resilience, carbon reduction, and high quality public realm standards.
To respond to this interested suppliers must first register on the PSPS electronic tendering portal http://in-tendhost.co.uk/pspslprocurement/aspx/Home From here you will be able respond via the messaging system.
