## Summary

The Driver and Vehicle Licensing Agency (DVLA) is in the planning stage for a procurement process concerning the provision of Merchant Acquirer Services. This project involves services in the sector of banking and investment, specifically focusing on enabling credit and debit card payment transactions for various DVLA services, such as Electronic Vehicle Licensing and Driver Licence services. The procurement is classified under a main procurement category of services. Currently, a market engagement exercise is scheduled, with interested parties asked to contact Vikki.John@dvla.gov.uk by 16th March 2026. The tender notice is planned to start on 1st June 2027 and conclude on 31st May 2032, highlighting DVLA's commitment to ensuring the continuity of its payment services through this framework agreement.

This tender offers significant opportunities for businesses specialising in financial transaction processing and card payment solutions. Companies that provide comprehensive merchant acquiring services, especially those familiar with government contracts and able to handle large-scale payment processing for services ranging from vehicle licensing to enforcement penalties, will find this opportunity lucrative. The engagement encourages participants in the finance and technology sectors to innovate and contribute to enhancing the DVLA's payment infrastructure. Small to medium enterprises with the ability to partner within a framework agreement may also find this a strategic avenue to expand their footprint in public sector procurement.

## Notice

Please note that this is a UK1 Pipeline Notice for a merchant acquirer service. This is not a PIN or call for pre-market engagement/competition. Contract start and end date may be subject to change. DVLA requires a Merchant Acquirer service to ensure service continuity and enable the acceptance of credit and debit card payments from card issuing banks. The MA service must support payment options for a range of DVLA services, including (but not limited to): * Electronic Vehicle Licensing (EVL) * Personalised Registrations (Sales and Retain) * Enforcement Penalty Payments * Driver Licence services * Tachograph Company and Driver Cards * Trailer Registration * Duplicate and Replacement Registration Documents * Driver Customer Services * Vehicle Excise Duty (VED) Recovery * First Registration * Online Enforcement Penalty Payment (OEPP) * Registration of Number Plate Suppliers (RNPS)
