## Summary

The Department for Infrastructure's Transport and Road Asset Management (TRAM) division in Belfast is at the forefront of a significant procurement initiative, titled "Road Asset Management (RAM) - Improvement Projects Framework". This project falls under the construction and engineering works category, and it aims to support road asset maintenance throughout Northern Ireland. The procurement is in the planning phase, with the strategy developed as part of the Procurement Enhancement Programme (PEP), informed by a Preliminary Market Engagement (PME) process that concluded in January 2023. The tender competition is anticipated to be published in May 2026, with the framework agreement covering a period from 1 October 2026 to 30 September 2030. Businesses aiming to set their calendars should note these key dates and expected publication on eTendersNI.

This procurement presents a robust opportunity for growth in businesses specializing in construction and roadworks, specifically in areas like earthworks, pavement and cycleway construction, traffic management, and landscaping. The framework consists of eight area lots and a project lot, accommodating works from £50k up to £5m across various regions of Northern Ireland, including Belfast, Derry and Strabane, and Mid Ulster. SMEs are particularly encouraged to participate, as this project aligns well with the capabilities of smaller enterprises delivering on works orders and larger projects within this substantial framework agreement. Companies in the relevant industries are invited to leverage their expertise and capacity to capitalise on these strategic road enhancements.

### Planning Information

As part of the Department for Infrastructure's (DfI) Procurement Enhancement Programme (PEP), a comprehensive procurement strategy was developed to support the efficient and cost-effective delivery of road asset maintenance across Northern Ireland.
This strategy encompasses a range of road maintenance and improvement works, including Improvement Projects, with individual project values up to £5 million.
To ensure the strategy was informed by industry insight and stakeholder needs, DfI undertook a structured Preliminary Market Engagement (PME) process between June 2022 and January 2023. This engagement involved consultation with internal stakeholders and the wider market to align procurement approaches with current capabilities and expectations.
The feedback gathered during this PME directly shaped the final Procurement Strategy, which was published on 31 March 2023. Responses to stakeholder input are detailed in Appendix A of the strategy document.
Further details on the Procurement Strategy, the PME process and outcome, are available in the published documentation which can be found here:

It is currently anticipated that the Improvements Projects Framework tender competition will be published via eTendersNI in May 2026.
