## Summary

Transport for London (TfL) is currently in the planning stage of a procurement tender focused on the development of a children's animation project titled "Transport for London Children's Animation". Set within the services industry, this project aims to embody TfL's values including accessibility, sustainability, reliability, and inclusion. The procurement process seeks market feedback via a Market Sounding Questionnaire (MSQ), with an engagement deadline set for 18th March 2026. Initial market engagement documents were published in early March 2026, and while this process does not form part of the formal procurement, it offers a vital opportunity to understand market appetite prior to official activities. The future notice for this procurement is anticipated around 1st May 2026, with the contractual period planned from 1st August 2026 to 31st July 2030.

This forthcoming animation project presents significant opportunities for businesses involved in creative services, particularly those specialising in children’s animation and media. Organisations with expertise in developing creative and commercial strategies for animation products will find this tender appealing, especially if they can contribute to brand growth and global audience engagement. Small and medium-sized enterprises (SMEs) and voluntary, community and social enterprises (VCSEs) are encouraged to participate, offering avenues for strategic partnerships and potentially lucrative licensing opportunities within TfL's portfolio. Responding to this market sounding questionnaire could leverage insights that align well with TfL's brand identity, creating ample room for both creative innovation and business growth.

## Notice

This Market Sounding Questionnaire (MSQ) is issued by Transport for London (TfL) and seeks to obtain market feedback in relation to the potential future procurement of a proposed TfL Children's Animation. TfL is considering a potential future procurement of a proposal that can: *Bring to life an animation concept that embodies TfL's values of accessibility, sustainability, reliability, and inclusion. *Develop a creative and commercial strategy for how the animation assets/ IP could be launched and expanded across products, partnerships, and media. *Provide creative and strategic insight into how the animation could drive revenue growth and brand equity through TfL's licensing portfolio. *The animation should align with TfL's brand identity while being flexible enough to engage global audiences of children and families. This exercise does not form part of any formal procurement process. All responses will be carefully considered but will not bind TfL to any approach to the procurement, nor will responses be treated as conveying any promise or commitment on the part of the respondent.
