## Summary

Portsmouth City Council is undergoing the planning stage of the procurement process for a Sheltered Housing Alarm Monitoring Service. This initiative intends to investigate market capabilities for providing a 24/7 Alarm Monitoring service to enhance the safety and independence of residents within sheltered housing accommodations. Completed market engagement is expected by 19 March 2026, with formal tender notices to be issued on 6 April 2026, aiming for a contract award in June 2026. The procurement covers services within the PO1 to PO9 postcode area, aligning with industry classifications such as alarm systems and patient-monitoring systems.

This tender offers substantial growth opportunities for businesses specialising in monitoring systems, emergency alarm technologies, and social housing services. It suits Small and Medium Enterprises (SMEs) and Voluntary, Community and Social Enterprises (VCSEs), given their innovative approaches to service delivery. With a significant contract value and the potential for renewal beyond 2029, it provides long-term prospects for business growth and expansion within the sheltered housing sector. Participating businesses will have the chance to collaborate on crafting service solutions tailored to the evolving needs of Portsmouth's vulnerable residents.

## Notice

Portsmouth City Council via its Social landlord identity - Portsmouth Homes, holds within its Local Authority Housing stock, approximately 1200 properties which provide Sheltered Accommodation to some of the city's most vulnerable residents, this stock is dispersed across multiple locations within the PO1 - PO9 postcode area. The purpose of Sheltered Housing provided by Portsmouth Homes, is to provide Accommodation and support where needed, allowing our residents to remain independent and safe in their homes for as long as possible. As part of this service provision, all residents receiving the Sheltered Housing service have the means to raise assistance via a hard wired (i.e not dispersed alarm) warden call system when needed - this assistance is primarily provided by Portsmouth City Council staff, with an Alarm Receiving Centre monitoring calls during a set period of time, or in the event that Portsmouth Homes staff cannot be reached, raising a response as per an agreed response protocol, and ensuring accurate and timely notification to Portsmouth Homes, of demand received. The nature of Sheltered Housing and Supported Housing in general, is evolving. It is important that any provision of an Alarm Receiving Centre/Monitoring Service has the ability and scope to provide a flexible service to meet the needs of our residents. Following completion of this Preliminary Market Engagement process, the Council is targeting to commence a formal procurement process following the Open Procedure via issue of a Tender Notice on 6th April 2026 with contract award to the successful bidder in June 2026.
