## Summary

Transport for London (TfL) is in the planning stage for a procurement process titled "Multi Modal Mobility Data Platform," focusing on developing a scalable and secure data platform aligning with TfL's operational and regulatory requirements. The procurement, classified under the software package and information systems industry category, aims to consolidate micromobility data into a broader, mode-agnostic solution. Key dates include a deadline for expressing interest set for 18th March 2026. The procurement process targets areas across multiple UK regions including London, with the buyer's central office located at Endeavour Square, London. The contract period is scheduled to start on 17th August 2026 and may extend until August 2030, with a value gross amount of £240,000.

This tender represents significant opportunities for businesses specialising in shared mobility or urban mobility data platforms, API-based regulatory data aggregation services, and mobility monitoring solutions for city authorities. Companies with existing public sector presence in the UK or internationally, that offer configurable commercial 'off-the-shelf' platforms, can leverage this opportunity for growth. TfL requires participating organisations to support operator data ingestion via standardised APIs, provide map-based visualisations, and operate cloud-hosted solutions with defined security controls. The procurement directly excludes businesses focusing solely on fleet operations, hardware provision, consultancy services, or data resale, indicating suitability for SMEs and VCSEs that fit the outlined criteria.

## Notice

Transport for London is conducting a preliminary engagement to establish the availability and appetite of the market to supply a scalable, secure and standards aligned mobility data platform to support TfL's operational and regulatory requirements. TfL have reviewed and consolidated its Micromobility data requirements into a broader, mode-agnostic platform requirement. This aligns with current and future operational needs rather than a single mode solution. The revised requirement focuses on: - Near real time API based data ingestion - Support for recognised mobility data standards - Secure cloud hosted architecture - Role based access control and audit capability - Analytical and visualisation functionality - Scalability to accommodate additional vehicle and service types. TfL require that participating organisations publicly position themselves as providers of: - Shared mobility or urban mobility data platforms - API based regulatory data aggregation services - City authority facing mobility monitoring solutions - Operate in the UK and internationally where they have an established public sector presence. To participate in this exercise, TfL requires that providers must: - Offer a configurable commercial 'off the shelf' software platform rather than consultancy only or development led services - Support ingestion of operator data via standardised APIs - Provide map based visualisation and dashboard functionality - Have experience working with public authorities - Operate a cloud hosted solution with defined security controls Exclusions: - Providers that focus solely on fleet operations, hardware provision, consultancy services or data resale.
