## Summary

The procurement process involves the Department for Transport awarding a contract titled "TTDC3066 - UK SAF Clearing House: Delivery Partner" in the industry category of financial consultancy and transaction processing services. Located in London, this contract is a direct award to The University of Sheffield for the continuation of services at the UK Sustainable Aviation Fuel Clearing House. The procurement stage is complete, with key dates including a future contract signature date scheduled for 19 March 2026, and the contract period starting on 1 April 2026 and ending on 31 March 2028. The procurement method chosen was a direct award in order to maintain business continuity in this niche market, aligning with the spending review period requirements.

This tender presents an opportunity for businesses specialising in financial consultancy and transaction services, particularly those interested in sustainable aviation fuel testing and certification. Although the current award is directly given to The University of Sheffield due to their unique expertise in the field, businesses with capabilities in SAF testing might find future opportunities as this sector develops. Companies expanding their expertise in SAF clearing houses may benefit from monitoring this contract for insights into niche market needs and potential future competition. The Department for Transport remains a central government authority, facilitating potential procurement opportunities within the UK transportation sector.

## Notice

Direct Award of a new delivery partner contract to the University of Sheffield, to continue services provided by the UK Sustainable Aviation Fuel (SAF) Clearing House (UKSAFCH). The UKSAFCH supports and co-ordinates the testing and certification of new advanced fuels

### Procurement Information

The original Delivery Partner contract was awarded in 2023 through tender and went to the open market. Only one bid was received, which was the consortium bid from the University of Sheffield and Ricardo. The Sustainable Aviation Fuel Clearing Houses market is a niche area of expertise. Since the Clearing House was launched in 2023, we have not become aware of any other institutions/companies entering this niche market or showing interest in running the Clearing House. This direct award would allow for business continuity and would be more efficient for getting Clearing House operations back up and running, thereby reducing the impact on the SAF industry. This is likely to be a one-off requirement for the spending review period, as we anticipate that other institutions, organisations and/or companies may begin to increase capability in SAF testing in the coming years as the market will have developed, thereby providing competition in future years for delivery of the Clearing House.
