## Summary

Wales & West Utilities Limited is currently in the planning stage of a procurement process for an Asset Investment Management System. This process is part of a pre-market consultation exercise aimed at establishing a value-for-money contract for a decision support tool to assist in asset management and investment strategies. The procurement involves software package and consultancy services, categorized under the "Software package and information systems" industry sector. Located in Newport, Wales, the exercise is set in the business region of UKL21, with key milestones including completing a pre-market questionnaire by 19th March 2026 and returning it by 20th March 2026. The formal procurement documents are expected to commence on 1st September 2027, with the potential contract period extending until 31st August 2032.

This tender offers significant opportunities for businesses specialising in software development and consultancy services. It is particularly suited to small to medium enterprises (SMEs) looking to expand their portfolio in asset management systems. Engaging in this market consultation could lead to further procurement processes, providing a platform to influence project scope and design. Interested businesses should consider participating in the pre-market engagement exercise by completing the questionnaire, as this could enhance visibility and readiness for potential future tender processes. Participation in this phase is not restricted; therefore, it presents a strategic opportunity without any advantage or disadvantage in subsequent procurement phases.

## Notice

Wales and West Utilities (WWU) wish to engage with the market to seek their views on establishing a robust, value for money contract for the provision of an Asset Investment Management System. The Asset Investment Manager system (AIM) is a decision support tool used by WWU for modelling the whole-life cost of assets, scenario modelling, and future business planning. It helps in making informed decisions regarding asset management and investment strategies. Any information gathered through this market consultation exercise will inform internal business planning and any possible subsequent procurement process and will NOT be appraised in any future tender evaluation exercise. Please note that participation or non-participation in this preliminary market consultation exercise shall not prevent any supplier from participating in any potential procurement process, nor is it intended that any information supplied shall place any supplier at an advantage or disadvantage in any forthcoming procurement process. For the avoidance of doubt, this is the scoping phase of the project and is not part of a formal procurement process. Suppliers who wish to participate in the market engagement exercise should complete the pre-market engagement questionnaire. The Questionnaire must be completed and PME Document signed and returned by no later than 3pm on 23/03/2026 in accordance with the instructions detailed in the PME Questionnaire document. There are no formal tender documents to be completed other than the questionnaire. All communication, including completed PME Questionnaires must be sent to wwuprocurement@wwutilities.co.uk
