## Summary

The NHS Surrey Heartlands Integrated Care Board has awarded a contract under the Provider Selection Regime (PSR) regulation for the Employment Advisory Service titled "Waythrough CAN" with a focus on community health services. This significant procurement is aimed at enhancing supported employment for individuals with disabilities or long-term health conditions, specifically those with Severe Mental Illness (SMI). The procurement process has culminated in an award decision dated 2nd March 2026. The awarded contract is valued at £4,562,029, intended to run from 1st April 2025 to 31st March 2027, with a potential extension of twelve months. Located in Woking, Surrey, this initiative strives to integrate health services with employment support to address health inequalities and improve access within the community.

This tender presents substantial business opportunities, particularly for organisations experienced in health and social services, with a strong focus on community engagement and sustainability. Businesses capable of providing innovative solutions and high-quality person-centred outcomes that align with the NHS Long Term Plan and the IPS expansion programme will find this contract highly suited to their services. Waythrough, the awarded large supplier, excels in offering employment pathways through integrated healthcare systems and collaborative partnerships. This contract is particularly relevant for enterprises focusing on social value, digital enablement, and support for those facing complex challenges, as it targets the reduction of health inequalities and sustains workforce development within Surrey.

## Notice

Supported Employment is a service model that helps people with disabilities and other long-term health conditions find and keep jobs in the competitive, mainstream workforce. Individual placement and support (IPS) is an evidence-based model of supported employment for people with Severe Mental Illness (SMI). IPS offers intensive, individually tailored support to help people choose and find the right job, with ongoing support for the employer and employee to help ensure the person keeps their job. IPS services have a core role in supporting ICBs to achieve each of their four fundamental purposes * Improving population health and healthcare * Tackling unequal outcomes and access * Enhancing productivity and value for money * Helping the NHS to support broader social and economic development This IPS service is strongly aligned with key strategic priorities at a local level. More widely, the government published the Get Britain Working White Paper in November 24 with an ambition to achieve an 80% employment rate, creating an inclusive labour market where everyone has the opportunity for "good work" and to progress in their careers. The strategy targets specific barriers to work, including the provisions of support for people with mental health conditions.
