## Summary

The LHC Procurement Group, on behalf of the Scottish Procurement Alliance (SPA), is initiating a procurement process for the Refurbishment and Modernisation Framework (RM4) targeting Scotland and Northern Ireland. This framework, classified under "Construction work," encompasses various services such as painting, electrical works, kitchen and bathroom upgrades, among others. The process is currently in the planning stage, with the tender expected to be published in April 2026. SPA is focused on serving public sector organisations across these regions, offering a total anticipated framework value of £1.2 billion, with £900 million allocated to Scotland and £300 million to Northern Ireland. Interested suppliers were advised to express their interest via the InTend portal for ongoing updates and communication ahead of the tender publication.

This tender provides substantial business growth opportunities, especially for companies skilled in construction and refurbishment projects. Businesses adept in multi-disciplinary works, environmental works, and reactive repairs will find this framework well-suited to their expertise. The project aims to appoint experienced suppliers capable of delivering high-quality, compliant solutions. With a framework offering flexibility regarding workstreams, value bands, and geographical location, small to medium-sized enterprises can also seize the opportunity to expand their capabilities and market position through participation.
