## Summary

The NHS Lancashire and South Cumbria Integrated Care Board is overseeing the procurement process for the provision of a lymphoedema service in Central and West Lancashire. The procurement falls under the Health Care Services (Provider Selection Regime) Regulations 2023 and employs a direct award route without prior publication of a call for competition. The intended service encompasses specialised interventions for individuals with non-malignant or primary lymphoedema, catering to both children and adults in the specified regions. The procurement stage currently involves an intention to award, with the standstill period commencing post-publication on 6th March 2026. Representations by providers must be submitted by 18th March 2026. The contract is set to start on 1st April 2026 and end on 31st March 2028, with NHS Lancashire and South Cumbria Integrated Care Board as the contracting authority and St Catherine's Hospice (Lancashire) Ltd indicated as the supplier.

This procurement presents growth opportunities for businesses specialising in health services, particularly those proficient in providing lymphoedema care. The direct award to St Catherine's Hospice suggests continuity in service provision with a focus on maintaining quality, innovation, and social value in health care delivery. Businesses adept in offering cost-effective, high-quality healthcare could find avenues for collaboration or partnership with the established provider, especially within the framework set by the ICB which prioritises integration, collaboration, access improvement, and health inequality reduction. As this falls outside the scope of the typical directive-led application, businesses with experience in complex procurement regimes may find it advantageous to engage with such opportunities.
