## Summary

The London Borough of Hillingdon initiated an urgent procurement process due to extreme fire risks identified at the Union Park Estate, involving nine blocks of flats in Uxbridge. The tender titled "Fire Fighters/Officers including Waking Watch at Union Park Estate," necessitated immediate action to avert a potential prohibition notice by the London Fire Brigade, thus ensuring safety for approximately 250 properties. Although the procurement stage has been completed with an award dated 9 March 2026, the contract was already signed on 12 October 2025. Notably, the process bypassed competitive tendering due to its extreme urgency, with FIDUCIA SECURITY SERVICES LTD being selected to provide patrol services. The procurement falls within the services category and operated under a below-threshold methodology.

This tender offers a pivotal opportunity for businesses specialising in emergency and security services, particularly those adept at addressing urgent safety measures. SMEs with experience in patrol and fire safety services stand to benefit significantly. Business growth can be fostered by engaging with public authorities like those in the London Borough, providing critical safety measures essential in safeguarding public housing. The contract's swift execution underlines the demand for responsive and adaptable service providers capable of delivering high-impact solutions in emergency situations.

## Notice

An emergency situation had occurred following a Fire Risk Assessment at the Union Park Estate and the London Fire Brigade (LFB) had reacted accordingly to the intolerable risks and risk to life by initiating required emergency measures. The estate is made up of 9 blocks of flats containing 250 properties with 13 properties being leased by the Council with the remainder being Private Sector Housing. Failure to take urgent action and implementing a 24/7 Waking Watch including Fire Marshalls and specialist Fire Fighters/Officers, a prohibition notice could have been issued by the LFB on the managing agents and responsible officers which could have meant the immediate decanting of 250 plus families all at the cost to the Local Authority. The services supplied under this public contract are strictly necessary for reasons of extreme and unavoidable urgency and as a result the public contract could not be awarded on the basis of a competitive tendering procedure.
