## Summary

The London Borough of Hillingdon has concluded an emergency procurement process titled "Fire Fighters/Officers including Waking Watch at Union Park Estate" following a critical fire risk assessment situation. This public contract, categorized under the services industry, was deemed essential for immediate safety measures at the Union Park Estate, comprising nine blocks of flats. The procurement was executed under a non-competitive method due to the urgency, with services initially required until 20th January 2025. The contract was awarded to Fiducia Security Services Ltd, headquartered in Bexhill-on-Sea, and the procurement process concluded as complete. The contract’s activity period spanned from 7th December 2025 to 20th January 2026, with a total gross value of £162,432.

This tender provided essential services, ensuring the safety of Union Park Estate residents while presenting an opportunity for small to medium-sized enterprises (SMEs) specialising in emergency response and security services to showcase their expertise. Businesses with capabilities in providing urgent safety measures, such as fire fighting, patrolling, and monitoring, were well-suited for such emergency-driven contracts. Opportunities like these highlight the significance of timely and specialised service offerings in public safety and risk management sectors, thereby fostering growth and showcasing reliability in fulfilling critical governmental needs.

## Notice

An emergency situation had occurred following a Fire Risk Assessment at the Union Park Estate and the London Fire Brigade (LFB) had reacted accordingly to the intolerable risks and risk to life by initiating required emergency measures. The estate is made up of 9 blocks of flats containing 250 properties with 13 properties being leased by the Council with the remainder being Private Sector Housing. Failure to take urgent action and implementing a 24/7 Waking Watch including Fire Marshalls and specialist Fire Fighters/Officers, a prohibition notice could have been issued by the LFB on the managing agents and responsible officers which could have meant the immediate decanting of 250 plus families all at the cost to the Local Authority. The services supplied under this public contract are strictly necessary for reasons of extreme and unavoidable urgency and as a result the public contract could not be awarded on the basis of a competitive tendering procedure. The service was no longer required after 20/01/2025.
