## Summary

The Council of the City of Wakefield is in the planning stage for a procurement titled "SWEP (Severe Weather Emergency Protocol) Provision for Rough Sleepers," focused on delivering health and social work services. The procurement process is taking place in Wakefield, United Kingdom, and businesses can engage through the market engagement notice published on 9th March 2026. Interested providers must submit their completed questionnaire by 31st March 2026 at 10am through the YORtender system. This initiative falls under the light-touch regime with a contract value of £21,851, planned to commence on 1st October 2026 and end on 30th September 2027.

This tender presents an opportunity for SMEs and VCSEs to aid in addressing emergency protocol needs during severe weather conditions, offering promising growth prospects for entities involved in health and social work sectors. Businesses with expertise in providing shelter and support services for rough sleepers, as well as those adept in facilitating access to homelessness and health services, would be well-suited to participate. As Wakefield Council transitions from the current contract ending 30th September 2026, providers can leverage local engagement to establish service offerings under a new framework, potentially expanding their footprint within the region.

The purpose of this Market Engagement is to ascertain the interest of any providers to enable an informed decision to be made in relation to any procurement opportunities available to the Council from locally based providers from across the district. Wakefield Council currently funds a Cold Weather Shelter for Rough Sleepers during the winter months.
