## Summary

The Cardiff and Vale University Health Board has completed a direct award procurement process for the purchase of a Spectra Optia Apheresis System from Terumo BCT Europe. This contract, valued at £68,279.76 excluding VAT, is part of their strategy to support the expansion of CAR-T and wider ATMP clinical trial activities. The decision for a direct award without prior competitive procedure was justified by the need for system compatibility with existing equipment and to maintain continuity within the South Wales Blood and Marrow Transplant Programme. Located in Cardiff, UK, and classified under the 'Medical Equipment' industry, the procurement aligns with Welsh devolved regulations. The contract was effectively active from 24th March 2026, following its signing on 23rd March 2026.

This tender presents an opportunity for large-scale suppliers, especially those specialising in medical equipment, to engage with the health sector for future projects involving high-tech medical systems. Businesses experienced in maintaining and supporting complex healthcare devices could find lucrative opportunities by exhibiting their capability to deliver and integrate compatible systems. Companies that can demonstrate strong after-sales service and maintenance support, in alignment with stringent clinical and regulatory healthcare requirements, stand well-positioned to benefit from similar future procurements. The direct award approach underscores the importance of demonstrating technical expertise and existing supplier-buyer relationships in securing contracts within highly specialised medical procurement segments.

### Procurement Information

Single supplier - technical reasons This contract will be awarded without prior publication of a competitive procedure because: - To enable continued expansion of CAR-T and wider ATMP clinical trial activity, an additional Optia apheresis is required to supplement the two existing machines. This will need to be compatible with existing equipment as transitioning to new equipment creates challenges around comparing new results with historical datasets. Page 4 to 5 - The South Wales Blood and Marrow Transplant (SWBMT) Programme holds a comprehensive maintenance contract with Terumo for it's existing machines and deviation from the existing models would create service disruption risk should machine downtime occur. - As the only NHS centre in Wales with the JACIE accreditation, regulatory approvals, and specialist expertise required to collect cellular products for CAR-T manufacture, the SWBMT Programme commits to maintain their equipment portfolio to ensure equal clinical delivery.
