## Summary

The Utility Regulator is seeking to establish a Framework Agreement for the Provision of Gas, Electricity, and Water Engineering Professional Services Support with a procurement process led by its role as a buyer. The tender, titled "UREGNI – Framework for the Provision of Gas, Electricity and Water Engineering Professional Services Support," falls under the services procurement category and is being conducted using an open procedure. The procurement is currently at the tender stage with submissions due electronically by 5th August 2026, while related enquiries must be concluded by 27th July 2026. The contract is anticipated to commence on 1st September 2026, spanning three years with an optional one-year extension. The focus is on various sectors including gas, electricity, and water, specifically in the region of Northern Ireland (UKN). The total estimated gross value of the framework is £3,600,000 GBP.

This tender presents significant opportunities for businesses specialising in engineering, consultancy services, and technical advice within the utilities sector, particularly those with capabilities in gas transmission and distribution, electricity network consulting, and water treatment. SMEs with robust experience in energy management, R&D consultancy, and engineering design services may find it advantageous to compete, especially given the emphasis on specialist technical advice across multiple sectors. Participating firms can extend their market presence and potentially secure a substantial share of the projected £3,600,000 contract value. The framework allows for subcontracting, offering added flexibility for smaller firms to partner with larger entities, thereby expanding networks and influencing critical infrastructural advancements in Northern Ireland.
