## Summary

The Foreign, Commonwealth and Development Office (FCDO) is in the planning stage for the Sudan Stability Programme (SSP), which aims to enhance conflict resolution efforts in Sudan. The procurement process is currently in its early stages, with a focus on selecting a delivery partner or consortium to lead civil society work and civilian protection efforts within Sudan. The industry category for this tender is foreign economic-aid-related services, with primary activities to occur in Sudan. Although the full procurement is planned to begin delivery in the financial year 2027, a Preliminary Market Engagement (EME) session is scheduled for 25th March 2026 to help inform the design of the programme, with a future notice set for 12th August 2026. The programme is expected to support civil initiatives, with funding up to £39 million over five years, specifically allocating approximately £30 million for this project component.

This tender offers significant growth opportunities for businesses capable of operating in high-risk and low-access environments, particularly those with expertise in civil society engagement, conflict management, and the analysis of political situations. Given the programme’s objectives, organisations that excel in promoting inclusivity, countering misinformation, and fostering diplomatic efforts will find this project align with their capabilities. However, the procurement not being suited for SMEs and VCSEs as lead suppliers suggests it is likely intended for larger entities or those capable of forming robust consortia. This project highlights the importance of experienced partners who can meaningfully contribute to peacebuilding and governance strengthening, marking it as an attractive opportunity for major consultancy firms and NGOs with strong negotiation and diplomatic engagement skills.

## Notice

The Foreign, Commonwealth and Development Office (FCDO) are exploring the option to procure a delivery partner/consortium who can lead our work on civil society and protection of civilians in Sudan for The Sudan Stability Programme (SSP). The SSP is a new programme following on from the Sudan Stability and Growth Programme (SSGP), which aims to continue and deepen the UK's conflict resolution and mitigation work previously delivered. With no permanent UK presence in Sudan and a rapidly evolving conflict environment, the SSP will support local civil society, strengthen civilian protection, and reinforce national and regional diplomatic efforts. Building the conditions for a national-level dialogue with engagement from civil actors. The SSP's key objectives are to: * Support grassroots civil society groups and local conflict management as means to promote social cohesion and mitigate protection risks. * Strengthening local governance institutions and promoting inclusivity, particularly considering women and other marginalised groups. * Countering misinformation, disinformation and hate speech * Producing continual conflict and political analysis that informs programmatic interventions and a broader Thinking and Working Politically approach that supports diplomatic efforts. The SSP is expected to have an overall value of up to PS39 million over five years, with this specific contractual component expected to receive approximately PS30 million (PS6 million annually). Subject to internal approval and funding confirmation, programme delivery is expected to begin in FY 2027.
