## Summary

The Police and Crime Commissioner for Northumbria is initiating a public procurement process for a new dog kennelling contractor, set to be conducted at the site of the old Dog and Cat Shelter on Claremont Road, Newcastle Upon Tyne. This project, involving construction work to level the site and build new kennel blocks amidst existing challenges such as site slope and potential asbestos presence, offers significant opportunities for industry engagement. Classified under construction work, the procurement method adopted is an open procedure, inviting competitive bids from eligible contractors. This tender, currently in the planning stage, anticipates submissions by 28th July 2026, with contract awards expected by 14th September 2026. The project, targeting the UKC region, reflects the buyer's plans to enhance operational infrastructure.

This tender presents growth opportunities for businesses specialising in construction and renovation, particularly those experienced in handling environmental challenges such as asbestos removal and land levelling. It is well-suited for SMEs due to its suitability criteria. Companies with expertise in building kennel facilities, conducting necessary groundworks, and providing landscaping solutions stand to benefit significantly. Interested suppliers are encouraged to express their interest by completing and returning the necessary documents by 20th March 2026. By engaging in this process, companies have the chance to solidify their credentials in public sector constructions, potentially expanding their portfolio and establishing further contracts with central government bodies.

## Notice

The works will be conducted at the old Dog and Cat Shelter on Claremont Road, Newcastle Upon Tyne. There is a significant slope/change of height on the site which varies by approximately 3 metres and the project looks to level. The site currently houses the old buildings within which there are some signs of asbestos present. There are coal seams beneath the site with a potential for below ground grouting to be conducted. The scope of works for this project includes, but is not limited to the following: * Demolition of existing dog kennel buildings, * Levelling of site, * New build of two kennel blocks, * 1 single storey kennel block and 1 two-storey block housing administration/supporting facilities on the first floor, * Landscaping works; and * Large area fenced and landscaped to provide exercise area for dogs on Hunters Moor.
