## Summary

The Sunderland City Council is currently in the planning stage of a procurement process for their Skate Park Refurbishment Programme. This initiative involves refurbishment and construction work on two skateparks located in Sunderland, specifically Houghton Skatepark and Fulwell Skate Park, also known as Seaburn Skate Park. The procurement falls under the construction work category, identified by the CPV code 45000000, and takes place in the UKC23 region of the United Kingdom. Currently, Sunderland City Council is undertaking market engagement with suppliers, with the deadline for this engagement set for 31st March 2026. Potential participants should be prepared for the tender process, which will formally commence shortly thereafter, with a future notice scheduled for publication by 15th April 2026.

This tender represents a significant opportunity for skateboard specialist suppliers to showcase their expertise in designing and constructing skateparks. As this is not a typical public realm or civil engineering project, businesses with prior experience in delivering skatepark or wheeled sports infrastructure will find themselves at an advantage. The suitability criteria indicate that both SME and VCSE-focused entities can successfully bid for this project, providing businesses in these sectors with a promising growth opportunity. Companies with a comprehensive understanding of skate-specific design knowledge and user behaviour will play a crucial role in shaping the skateboarding landscape in Sunderland, thereby fostering community engagement and enhancing local sporting facilities.

## Notice

Sunderland City Council are seeking to procure an appropriately qualified and experienced Supplier to undertake refurbishment and construction work on 2. skateparks within the City of Sunderland as follows. a. Houghton Skatepark, Brinkburn Crescent, Houghton Le Spring, Tyne and Wear, DH4 5EQ. b. Fulwell Skate Park (AKA as Seaburn Skate Park), Fulwell, Tyne and Wear, SR6 8BP The Council are seeking an experienced skateboard specialist supplier to develop a design and build scheme for two skateboard sites within the City; one site has been closed due to its condition and the other remains operational. The Council consider the project to be a specialist skatepark project rather than a public realm or civil engineering project, and that skateparks are highly specialised sporting environments that require a combination of skate-specific design knowledge, construction expertise, and an understanding of user behaviour and long-term operational performance. Within the procurement documentation, the Council will be requesting that bidders are able to demonstrate skatepark (or closely comparable wheeled sports) delivery experience including a requirement to demonstrate experience in the design of the scheme. The Council will provide an Employer's Requirements / Project Brief and will rely on the suppliers' skills, experience and knowledge to develop an appropriate design; the supply will then undertake the construction of the works.
