## Summary

The Ministry of Justice is conducting early market engagement to assess interest in providing specialised supported accommodation for individuals leaving prison. As the buying organisation, they aim to understand the market's capability and capacity to offer services that address the complex needs of prison leavers. The procurement process is currently in the planning stage, inviting feedback through a survey on MoJ's e-procurement portal, Jaggaer. Interested parties are encouraged to register their interest and complete the survey by 25 March 2026. This exercise falls under the industry category of community, social, and personal services, focusing on improving referral processes for supported accommodation services across the UK.

This procurement represents significant growth opportunities for businesses that operate within the voluntary, community, and social enterprise sectors. Organisations specialising in social work services with accommodation and related community services could play a pivotal role in shaping future referral routes and implementing potential digital solutions to enhance service visibility and accessibility. Suppliers capable of supporting such initiatives through their existing income streams or charitable activities are especially well-suited to participate. Engaging in this process allows businesses to contribute to the evolving landscape of services for prison leavers, offering a chance to influence best practices and potentially expand their service offerings without direct funding from the Authority.

## Notice

This notice is published in accordance with the Procurement Act 2023 Preliminary Market Engagement Notice (UK2). It provides advance notice that the Ministry of Justice intends to conduct early market engagement to assess the markets interest in providing specialised supported accommodation for people leaving prison. As a provider of specialist provision, you will be aware of the challenges faced by prison leavers who require additional support while on licence in the community. We are looking at ways to improve and streamline the referral process for people leaving prison with multiple complex needs who have identified that they require further support. To do this, we are seeking a clearer understanding of the current landscape of specialised provision for individuals with multiple disadvantages. We are also keen to build a better picture of existing referral routes into your services and to understand where improvements could support HMPPS in making timely and informed referrals. As part of this work, we are exploring whether a digital solution could help manage referrals more effectively. We are interested in your views on whether such a system would be helpful, what value it could add for your organisation, and how it might improve the visibility and accessibility of available provision. There is currently no funding available for this opportunity, and instead we are looking for suppliers who already operate within the voluntary, community and social enterprise sector, who may be able to use their charitable endeavours or other income streams to fund this service. We would therefore be grateful if you could complete the short survey attached to our e-sourcing portal, Jaggaer, by 25 March 2026. Your feedback will play an important role in shaping our understanding of current practice and assessing the viability of a potential digital application. This notice is for preliminary market engagement only and the Authority reserves the right to not proceed to tender.
