## Summary

This procurement process involves the NHS Bedfordshire, Luton and Milton Keynes Integrated Care Board (BLMK ICB), which is currently at the award stage and intends to provide legal services under the Provider Selection Regime (PSR). The contracting authority plans to award the contract under the Health Care Services Regulations 2023, specifically for mental health services targeting adults and children in Bedfordshire, Central Bedfordshire, and Luton. The services include community and in-patient mental health services, recovery services, Child and Adolescent Mental Health Services (CAMHS), and Talking Therapies in Bedfordshire, excluding Luton. A standstill period is in effect, allowing provider representations until midnight on 25th March 2026. The contract period is set from 1st April 2026 to 31st March 2028, with an estimated value of £280 million.

This tender represents significant opportunities for businesses within the health services industry, particularly those with experience in adult and youth mental health service provision. Established mental health organisations or trusts that can demonstrate an ability to meet service expectations to a high standard will find this contract suitable. The procurement method allows a limited award procedure without prior competition, suggesting a selection based on capability and existing satisfactory performance. Entities with a presence or potential expansion in the regions of Bedfordshire, Central Bedfordshire, and Luton stand to benefit from this business growth opportunity, fostering their service networks and expanding community support in mental health.
