## Summary

The Harwich Haven Authority, located in Harwich, United Kingdom, is conducting a procurement process for the "Maintenance Dredging" of various sediment types within the Harwich area, including the Port of Felixstowe and its deep berths. This initiative is under the industry category of private utilities and involves significant dredging works using innovative technology developed by the Authority. The process reached the award stage on 13 March 2026. Although initially cancelled to correct scope details, the project aims to commence on 17 April 2026 and continue until 2031, with the possibility of extensions up to 2033. Early Contractor Involvement will play a key role, allowing contractors to contribute to beneficial use schemes and capital projects related to the dredging activities.

This tender presents substantial growth opportunities for businesses involved in dredging and environmental management, especially those with expertise in advanced dredging technologies and sustainable material disposal. It requires a firm capable of utilising the Tiamat Dredging system, reflecting a move towards more efficient and environmentally considerate operations. SUFFOLK DREDGING LLP, identified as the supplier, is well-suited to handle these requirements due to its SME status and its strategic partnership with the Harwich Haven Authority. The direct award procurement utilises exempt contract provisions under the Procurement Act 2023, favouring firms with established relationships with the Authority and expertise in dredging innovation. This project allows businesses to gain a competitive advantage and enhance their capabilities by partnering closely with a leading UK trust port.

### Procurement Information

This award is not a direct award but rather will be an award of an exempt contract under Paragraph 6 of Schedule 2 of the Procurement Act 2023. This award will grant a utilities contract to an affiliated entity falling within the definition of a group undertaking of Harwich Haven Authority under section 1161(5) of the Companies Act 2006. For at least three years following the contract award, at least 80% of the total turnover of the group undertaking deriving from the supply of goods, services and works will derive from works for the contracting entity. This calculation has been reached using credible business projections in accordance with regulation 42C of the Procurement Regulations 2024. Therefore, this award will qualify as an exempt contract. This notice is issued voluntarily to promote transparency and inform stakeholders that the contracting entity intends to rely on the exempt contract provisions. Harwich Haven Authority (the Authority) is one of the UK's leading trust ports. A core activity of the Authority is maintenance dredging, enabling the world's largest container vessels-up to 17m draft-to call at our ports, a capability unmatched by any other UK container port. To perform the maintenance dredging more efficiently and sustainably, whilst simultaneously reducing costs by 30%, the Authority has invested several million pounds in developing new innovative dredging technology that we call the Tiamat, which has over 140 patents granted around the world. To fully commercialise and further develop the Tiamat, the Authority has decided to set up a majority-controlled LLP with Boskalis to undertake further investment in dredging innovation, research and perform the Authority's maintenance dredging requirements.
