## Notice

The National Wealth Fund (NWF) is seeking to appoint a supplier to provide climate physical risk assessment services, including a digital tool/platform and associated implementation, support and knowledge transfer. The service will enable NWF to identify, assess, quantify and interpret physical climate risks (both acute and chronic) across its investment portfolio at asset, transaction and portfolio level. The solution must support end-to-end workflow capability, including data ingestion, risk modelling, visualisation, portfolio aggregation and translation of climate risks into financial and credit impacts. Suppliers must provide a robust, transparent and auditable methodology, with clear documentation of underlying data sources, assumptions and limitations. Outputs must be suitable for investment decision-making, portfolio monitoring and reporting, including provision of technical and financial risk metrics, mapping and scenario-based analysis. The scope includes onboarding, configuration, user support and training, alongside comprehensive knowledge transfer to ensure NWF can independently operate and interpret the solution. The Supplier is expected to deliver high-quality outputs aligned to public sector governance, auditability and data security requirements. The Contract will support NWF in embedding climate risk considerations into investment processes, strengthening risk management capability and supporting its strategic objective to address climate change and deliver sustainable economic growth. HOW TO RESPOND Tenderers are invited to submit a complete Tender response via the Atamis e-Sourcing portal, https://atamis-3929.my.site.com/s/Welcome, by 12:00 noon on Friday 12th June 2026, in accordance with the instructions set out in this ITT. Late or incomplete submissions may be rejected. Tenderers should carefully review all tender documents, including the Specification, Contract and Pricing Template, to ensure their submission is fully compliant and capable of delivering the required services. Qualification Envelope: Completion of the Qualification Questionnaire (including pass/fail questions) and Compliance Matrix; 2. Technical Envelope: Responses to the Technical Questionnaire, clearly demonstrating how the proposed solution meets the Specification; 3. Commercial Envelope: Completion of the Pricing Template, including a clear breakdown of costs and all relevant assumptions. 4. At NWF's discretion, should a second stage be needed, this may be conducted with the three highest-scoring Tenderers, who may be invited to a demonstration to present their solution. Tenderers will have 60 minutes, inclusive of introductions and questions, to demonstrate their solution/tool/platform via Microsoft Teams. QUESTIONS All communications, including clarification questions, must be submitted via the Atamis portal by 12 noon on Friday 5th June 2026.

### Planning Information

The National Wealth Fund (“NWF”), successor to the UK Infrastructure Bank, has been established to drive the nation's growth by creating a stable investment environment and mobilising private capital to align with the UK Government's strategic priorities. As NWF we will support a wider range of sectors beyond infrastructure, aligning with the Government's industrial strategy. NWF have a total capital of £27.8 billion, with at least £5.8 billion dedicated to green hydrogen, carbon capture, ports, gigafactories, and green steel. This aligns with the principle of achieving policy objectives via sound banking.
Our private sector function will provide corporate and project finance and invest across the capital structure, including senior debt, mezzanine, guarantees and equity. Our local authority function will lend to local authorities at a preferential rate for high value and strategic projects of at least £5 million.
NWF is undertaking a Request for Information (RFI) to engage with the market ahead of a potential future procurement for climate risk analysis services. 
The purpose of this RFI is to improve NWF’s understanding of available solutions, tools, delivery models and indicative costs for climate scenario modelling and asset‑level physical risk assessment.
The scope of interest includes top‑down climate scenario analysis (covering transition and physical risks) and bottom‑up, location‑specific physical risk assessment methodologies, as well as how these approaches can be integrated to inform strategic planning, investment decision‑making and portfolio risk management. Responses will help NWF assess market capability, data availability, methodological transparency, and potential sourcing options (including single‑supplier, multi‑supplier or hybrid delivery models).
This RFI forms part of a pre‑market engagement exercise only. It does not constitute a commitment to procure, nor will responses be evaluated or scored. Participation (or non‑participation) will not affect any supplier’s position in any future procurement. This information will support NWF in understanding current market offerings, identifying innovative and efficient approaches, and informing development of a potential future procurement strategy. Interested suppliers should note that the procurement strategy and timetable have not been finalised at this stage. Any estimated contract dates and contract value published as part of this Notice are purely for publishing purposes. NWF takes a framework first approach. Depending on the outcomes of the RFI, the competition may be run through either a DPS or a CCS framework.
How to respond
Interested suppliers are invited to submit a written response addressing the questions set out in Schedule 2 of the RFI document. 
Responses must be submitted via the eSourcing Portal (Atamis) by 12:00 noon on Monday 6 April 2026. 
Clarification questions should be submitted by 12:00 noon on Friday 27 March 2026, with responses issued via a clarifications log.
