## Notice

The Disposition Management System (DMS) is a programme that runs off the Salesforce platform, it allows the tasking of items for disposal across the Front Line Commands (FLC) to be actioned directly with the contractors that Defence Recycling and Disposals Team (DRDT) manage through their framework agreements. DRDT require combined support for an existing system built on the Salesforce Platform in addition to development of existing and new functionality within the system to facilitate DRDT operations. The needs for both Support and Development are detailed in the Statement of Requirement.

### Planning Information

This is a Preliminary Market Engagement Notice (UK2) issued to inform the market of
early engagement activities in a Request for Information (RFI).
Participation in this exercise:
• Is voluntary
• Will not be formally evaluated
• Will not confer any advantage or disadvantage in any future procurement
The National Armaments Director Group’s Defence Recycling and Disposals Team (DRDT) aims to gather the Market’s opinion and views to best inform the procurement process and, if necessary, better the current approach. The Authority seeks to determine whether the proposed procurement approach is viable, affordable, attractive to the market and capable of delivering the required outcomes. 
The Authority intends to recompete the requirement through a new contract with a term of 3 years (3 x 12-month periods), with an anticipated Contract Start Date of October 2026. 
In line with government guidance, DRDT currently aims to utilise the Government Commercial Agency’s (GCA) (previously known as Crown Commercial Service (CCS)) RM1043.9 Digital Outcomes and Specialists 7 Framework, specifically Lot 2 – Digital Capability and Delivery Partners. 
The Authority currently intends to conduct this procurement using the Competitive Restricted Procedure. Supplier down-selection is planned to be undertaken using the GCA down-selection tool, with the highest-ranking suppliers being invited to participate in the tender process.

• If this type of requirement should be structured differently; 
• What could be the most effective delivery approach; 
• How much it is likely to cost and how different aspects of the requirement can impact cost; 
• How long it is Development likely to take; 
• What risks exist; 
• How MOD security requirements may affect delivery; 
• How to ensure continuity of service during transition; 
• How to maximise self-reliance/ independence for the Authority to manage and make routine changes to the system; 
• Whether the current proposed procurement approach is the most appropriate.

The Authority intends to hold a supplier engagement event / open forum via teams
following the RFI phase.
This event will be open to all interested suppliers, including those who did not respond
to the RFI. Details will be communicated via email and/or future notice
The Authority may share anonymised findings from the RFI to support transparency and
equal access to information. Suppliers should clearly identify any commercially sensitive
information in their responses.
The Authority reserves the right to:
• Amend or discontinue this engagement
• Use information gathered to inform any future procurement
• This notice is not a call for competition.
