## Summary

The procurement process entitled "Proper Job Challenge" has been conducted by Cornwall Council, a sub-central public authority in Truro, United Kingdom. This initiative focuses on services within the health and social work category, targeting support for individuals with lived experiences through employment services. The procurement stage is marked as complete, following a direct award procedure. Key dates include the planned contract period starting from 1 April 2026 to 31 March 2027, with a milestone future signature date set for 19 March 2026. The procurement method chosen was a direct award, driven by the need for additional goods from the supplier for a short extension.

This tender presents a significant opportunity for SMEs specialising in health and social services. The programme aims to integrate people with lived experiences into economically active roles, thereby inviting businesses that are equipped to offer tailored employment support services. With no identified risks due to previous successful contract management, potential suppliers in this sector can leverage this project as a platform for growth. Businesses with experience or focus on promoting inclusivity and support services are well-suited to engage with Cornwall Council in expanding this initiative across health and care services.

## Notice

In 2022 the council worked with the Local Government Association (LGA) on a Building the Right Supports peer review of our systems approach to services to people with a learning disability. There were significant comments about people with lived experience not being present in the development and peer reviewing of our offer. A programme of work was agreed across adults with oversight through Scrutiny to address these key recommendations. Citizen Checkers is contracted to the ICB to support experts by experience to have meaningful roles across our systems operations e.g., visiting in patients as part of the discharge planning process to return to Cornwall and live their lives. Through this work we want to work with this current partner to develop this across health and care services and as operational leads we have released staffing resources to make this initiative possible. Citizen Checker a service to support people with lived experiences to become economically active within a supported employment service.
