## Summary

The NHS Hampshire and Isle of Wight Integrated Care Board (ICB) is overseeing a procurement process for community dental services, specifically focused on special care and paediatric dental services. The procurement is managed under the Provider Selection Regime (PSR), as outlined in the Health Care Services (Provider Selection Regime) Regulations 2023, and does not adhere to the Public Contracts Regulations 2015 or the Procurement Act 2023. The contracting process is currently at the award stage, with the standstill period commencing soon after the notice publication. Relevant representations by providers must be submitted by midnight on 31 March 2026. The contract is valued at approximately £26,936,827 and is expected to start on 1 April 2026, running to 30 September 2027, with an optional extension to 31 March 2028. The target location for service delivery is the South East region, UKJ3, focusing on patients unable to receive treatment in general dental practices due to complex needs.

This tender presents a significant growth opportunity for businesses specialising in dental practice and related services, particularly those with expertise in handling complex clinical cases requiring specialist care such as sedation or general anaesthetic. The procurement method enables direct award without prior publication of a call for competition, favouring organisations that have a demonstrable track record in the existing service provision. The successful provider will ensure service continuity and cater to a diverse demographic, including adults and children with disabilities, severe dental anxiety, or requiring domiciliary care. Businesses with a strong foundation in integration, collaboration, and social value in healthcare can leverage this opportunity to improve access and reduce inequalities in dental services.

## Notice

The service delivers specialist dental care for: Adults and children with physical, learning, or developmental disabilities. Patients with severe dental anxiety or behavioural challenges.
