## Summary

Rotherham Borough Council has completed the procurement process for the contract titled "Employee Ownership Feasibility Studies" within the services industry category. This procurement, aimed at providing two-part feasibility services for businesses considering employee ownership, was recently awarded to Legal Clarity Ltd. The contract is active from 1st April 2026 to 31st March 2031, and its procurement method is categorised as "Below threshold - unknown." Situated in Rotherham, United Kingdom, the purchasing authority executed the award as part of an "award" and "contract" stage on 18th March 2026.

This contract offers an important opportunity for business growth, particularly for companies within the legal advisory and business consultancy sectors. Legal Clarity Ltd, a small to medium-sized enterprise (SME) based in Birmingham, specialises in this domain, making it well-positioned to deliver the services. Firms with expertise in legal advisory services, management consultancy, and a focus on facilitating strategic business transformations are likely to find similar opportunities rewarding. Additionally, businesses aiming to expand their presence in the UK services industry can benefit significantly from exploring such procurement avenues, and aligning their offerings to meet the evolving needs of sub-central governmental bodies like Rotherham Borough Council.

## Notice

The feasibility service will be delivered in two parts. The brief is as follows: 1. To hold an initial consultation to understand the business case, exit requirements and explore motivations in considering employee ownership. 2. To produce a written feasibility study that must enable the business owner to make a well-informed decision about whether employee ownership is right for them, their business and team. The feasibility study is expected to include, but not be limited to, the following elements: * Company Background * Business Prospects * Exit Aspirations * Model Selection and Recommendation * Outline Valuation * Deal Structure * Governance and Representation * Cultural Development * Transition Process * Next Steps The 'Next Steps' section will be provided by the Hub, and signpost the business owner to further reading, training events, webinars, EOA affiliate membership and introduce them to key business leaders in the employee ownership community. This section will also outline that should the client decide to proceed with a transition to employee ownership, they may do so with the feasibility service provider or with a firm of their choosing. The feasibility service should provide general rather than exhaustive advice. It is designed to enable business owners to make a decision about employee ownership, not facilitate the transition itself. Further professional advice should be sought to act on the study's recommendations, and a formal valuation must be obtained separately as per the requirements of an EOT.
