## Summary

The Development Bank of Wales is looking for specialised AI consultancy services to support the automation of legal document generation and sanction paper drafting, with operations based in Cardiff, United Kingdom. The procurement process is in the award stage, employing a direct award strategy without competitive tendering. This approach follows preliminary works and requires a supplier capable of advancing existing AI-enabled prototypes into fully operational workflows. The contract with Generative AI Strategy B.V starts on 23rd April 2026 and lasts one year, marking key dates on the 22nd April 2026 for contract signing, with a gross value set at £60,000.

Opportunities for business growth through this contract are robust, particularly for suppliers with niche expertise in artificial intelligence applications within the legal sector. Companies experienced in creating structured AI processes, testable prototypes, and user training in regulatory and legal contexts will find this contract appealing. Businesses that have previously collaborated with Development Bank of Wales, or those capable of delivering specialised services without reworking existing solutions, are well-placed to compete, especially small and medium-sized enterprises with a track record of innovation in AI-driven workflow automation.

## Notice

Notification of a contract award for AI automation for legal docs and sanction paper drafting.DBW has undertaken preliminary exploratory work to create prototype AI-enabled workflows for two high-priority use cases: Sanction Paper Production Legal Work Processing

### Procurement Information

DBW has undertaken preliminary exploratory work to create prototype AI-enabled workflows for two high-priority use cases: (1) Sanction Paper Production and (2) Legal Work Processing. This initial discovery and prototyping took place during the previous year and established a foundation for further development. To progress to fully operational workflows, specialist support is now required. A direct award may be made under PCR 2023 where only one supplier is capable of delivering the requirement due to technical reasons, specialised expertise, or exclusive knowledge relevant to the work. A competitive process would result in unnecessary duplication, increased cost, and delay when building on prior prototype work. Continuity is required to ensure compatibility and quality. A competitive process is not appropriate due to the need for continuity, specialised knowledge, efficiency, and risk mitigation. The proposed supplier developed the original prototypes and is uniquely positioned to advance them without re-work or delay.
