## Summary

The Welsh Government, operating via its Corporate Procurement Services in Cardiff, has concluded the award stage for the procurement process titled "Welsh Data Cube Digital Infrastructure Component of Living Wales Service." This falls under the IT services and software package industry category. The procurement method was a direct award, primarily due to the technical reasons associated with the long-term development and bespoke digital infrastructure required for the Living Wales programme. The awarded contract covers a period from 6th April 2026 to 5th May 2028, with the pertinent data management tasks occurring in the UKL region. The initial milestone of contractual signature is scheduled for completion by 31st March 2026.

This tender presents substantial business growth opportunities, especially for IT service providers specialising in Earth Observation data solutions. The direct award to PML Applications Ltd underscores the specific technical demands and continuity required for such projects. Businesses focusing on software development, digital infrastructure, and technical support that can demonstrate unique competencies in managing large-scale data systems will find such tenders appealing. With recognised thresholds and requirements for small and medium-sized enterprises (SMEs), this tender affirms that SMEs with specialised capabilities can effectively engage with central government initiatives, thereby enhancing their market position and service offerings.

## Notice

Transparency Notice for a continued hosting, maintenance, technical support and further development of the Earth Observation based Welsh Open Data Cube on MS Azure, to support the Living Wales system.

### Procurement Information

Living Wales (LW) is a long term WG Earth Observation programme, developed over 10 years and dependent on a bespoke digital infrastructure created and maintained by the current supplier. The supplier uniquely hosts the LW system, including the Welsh Data Cube front end, provides technical maintenance, and develops required functionality. Welsh Government has transferred data storage in house and can selected outputs, but cannot deliver the core system, hosting, or specialist support internally. As LW is not yet finalised, only PML can provide continuity and maintain system integrity. A direct award is necessary to avoid service disruption and ensure continued delivery until the system can be competitively transitioned in future.
