## Summary

The Secretary of State for Health and Social Care, acting via the UK Health Security Agency (UKHSA), has completed a public procurement process for the EMPHENT Collaboration Agreement, aimed at enhancing public health capabilities in the Eastern Mediterranean. This project, funded as part of the UKHSA's International Health Regulations Strengthening Project, will span from 2026 to 2029, with a contract value of £1.6 million. The tender, categorised under services and managed via a direct award due to the absence of competition, is supported by legal provisions under the UK Procurement Act 2023. The collaboration will be facilitated by UKHSA in London and its contracted supplier Global Health Development, based in Amman, Jordan. Key dates include the standstill period ending on 26 May 2026 and the contract commencement on 1 June 2026.

This tender presents significant growth opportunities for businesses operating within travel management, recruitment, and event services sectors, particularly those with established expertise in the international public health landscape. By partnering with the UK Health Security Agency, suppliers stand to gain valuable exposure and alignment with global health initiatives, reinforcing their market position. Prospective suppliers that provide specialised skills and have a robust presence in the Eastern Mediterranean, like Global Health Development, are positioned well to thrive in this environment, given the strategic focus on enhancing public health resilience and operational efficiency across multiple regions.

## Notice

EMPHENT Collaboration Agreement. Project Supporting the Development of Public Health Capabilities in Eastern Mediterranean. The contract establishes a continued partnership between the UK Health Security Agency's International Health Regulations Strengthening Project (IHR SP) and Global Health Development/Eastern Mediterranean Public Health Network (GHD/EMPHNET) for the period 2026-2029. The IHR SP, funded by the Department of Health and Social Care (DHSC) as an Official Development Assistance (ODA) programme, works to strengthen International Health Regulations (IHR, 2005) compliance across countries in Africa, Asia, the Indo-Pacific, and the Middle East. The Agreement secures a critical, proven partnership for delivering the IHR SP's expanded three-year workplan, ensuring programme resilience, operational efficiency, and sustained public health impact across the region.

### Procurement Information

Direct award where there is an absence of competition for technical reasons (e.g., only one supplier has the necessary technical know-how), and again no reasonable alternatives. In accordance with the Procurement Act 2023, a direct award to EMPHNET is legally permissible under Section 41 and Schedule 5. These provisions allow for a direct award where a supplier holds exclusive rights, including intellectual property or unique capabilities, and where no reasonable alternative exists. A market scanning exercise conducted by the UKHSA Market Scanning Team in February 2025 confirmed that no other suppliers are capable of delivering the required public health professional and logistical services in the Eastern Mediterranean region. EMPHNET was identified as the sole provider with the necessary regional presence, expertise, and operational capacity to meet UKHSA's requirements.
