## Summary

The procurement process for "PKC13658 Supported Accommodation" was conducted by Perth & Kinross Council, a regional authority in the United Kingdom. It falls under the industry category of social services and is located in the Perth & Kinross Council Area, covering two separate locations. The process, tagged as an award and contract, has progressed to the award stage with a contract scheduled for direct award to Sense Scotland on 1st September 2026, following the decision made on 5th December 2025. This procurement utilised the limited approach, specifically negotiated without the publication of a contract notice, due to technical reasons warranting exclusive provision by Sense Scotland, a specialist provider with long-standing relationships in this sector.

This tender presents substantial opportunities for businesses specialising in services for individuals with complex needs, such as those with moderate to complex learning disabilities and associated health conditions. Sense Scotland, noted for its large scale operations, was awarded the contract for its unique capabilities and continuity of care, which are crucial for the stability and quality of life for the service users. Businesses that offer high-quality, tailored care and support solutions, especially those dealing with communication and sensory disabilities, may find growth potential through similar procurement processes initiated by other councils or organisations in the UK.

### Procurement Information

Both projects accommodate individuals with complex needs who rely on continuity of care and support, any change of provider or staffing would have a hugely detrimental impact on these individuals and could be very destabilising. Any change could increase the needs of those using the service and create extra demand both by way of assessment and an increase in need within the projects. Sense Scotland is a specialist provider supporting people with communication support needs associated with complex and sensory disabilities, and their families. Given their unique provision and long-lasting relationships and understanding the client group a direct award would be the most appropriate course of action.
